I would have to say the letter- because if he sent me chocolate I would think he thinks I am fat and thus love chocolate, and if he just sent me flowers for no reason I would think he'd done something wrong- so with a letter he could tell me he loved me and all that without me thinking anything- maybe?

Either flowers or the letter. Flowers just brighten a room, but a letter you can enjoy over and over again.

A letter because it's more personal and time-consuming. Flowers are a no-brainer, I mean, how hard is it to pick up a bouquet of pre-arranged roses? And chocolates, while oh so yummy, just scream, "Oops, I messed up...here, stuff your face so I don't have to hear it from you."
