Because she was the sister of the Wicked Witch of the West. Remember: she's the one that got squished by the house. So, if you look at the McDonald's doll under her dress, you should see black and white stripe stockings and ruby red slippers. These are the one's that Glinda magically put on Dorothy. It's all a matter of attention to detail. The reason she has blonde hair and fair skin, is that she's supposed to be prettier than her sister (the one in the musical that ended up having issues and getting... green? It the play Wicked based off of The Wizard of Oz the Wicked Witch of the East has blond hair and is light skinned. So it may be a toy depicting her.

It does sound like the Wicked Witch of the East is based on Nessarose from "Wicked."
BTW, in "The Wonderful Wizard of Oz," it might be the Wicked Witch of the East. that Dorothy sees while the house is still in the Tornado.

the movie only shows the wicked witch of the west - the ww of the east only shows her feet, sticking out from dorothy's house! No telling how she looked...
