Yes.

You can have it anytime you are not on your period.

I've had a pap test done while on my period- the doctor didn't care he just wanted the test done asap. ( I was having horrible pains and he thought it could be something horrible and didn't want to wait a month for me to get back from vacation)
I felt gross though...thank god for tampon cleanness.

I would say a week or so after/before your period and not sex for 24 hours before.

It's also suggest that if you have a family history of cancer to get the pap test twice a year instead of only once.

I get it twice a year since my mother had cervix cancer and others in my family had cancer as well. It's fairly big in my family and I'd rather be safe than sorry.

Yes you can. It is best to have your pap smear from 2 - 3 days after your period to 1-2 days before the next. Also if you can refrain from having unprotected sex the day before and the day of the smear, it makes it easier to read the smear correctly (less other cells hanging around).

Yeah! As long as you aren't on your period. It's just hard for the doctor to see what's going on when you're on your period. But it won't matter when your appointment is as long as it's in between your rags.

Yes, it shouldn't be a problem. I don't know if there is a "best time" to have it, other than yearly, and just not on your period.
