Bettas do best and belong in a temp ranging from 78 - 80 degrees farenheit in a tank at least 10 gallons. Not a tiny torture cup. Excuse my bluntness but it's true.

i had a betta fish that lived about two years. when i cleaned his bowl, i just made it skin temp. it works perfectlt fine. dont bother wasting money on the usless heating lamps. they do just perfect without it. hope it helps!
