Wolf is right.... Storm isn't African-American... she's African. As is T'Challa (Black Panther). Infact many of Marvel's Black characters are not actually African-American. That leaves characters like the Falcon, Luke Cage, Jim Rhodes and Bill Foster.
I have to go with Sam Wilson (aka the Falcon). He started his career as many black heroes do. He was a hoodlum, then he was enhanced by the Red Skull. After helping Captain America, Sam became Cap's side kick. He then went on to establish himself as one of marvel's earliest black heroes (after Black Panther and is Marvel's 1rst African-American hero). He even resigned from the Avengers when he was drafted to fill a qouta.
As Marvel's first African- American hero he gets my vote since he "created the mold" and is, in my opinion, the most developed African-American Superhero.

I may be wrong but wasn't one of Storm's parents African and the other American? That woiuld be about as African American as you can get. I may be misremembering though.
Most well developed I would have to say Falcon followed by Steel.

Technically Storm's not African-American; she's actually FROM Africa; as for the others, I think it's Either Sam Wilson AKA Falcon, of Marvel, Black Lightning, of DC, or John Stewart, one of the Green Lanterns of sector 2814(Earth's sector) of DC.

Blade's pretty good. Storm is cool, but she has that generic over-sexualized Marvel female thing going on. Also, Black Panther. There aren't many of 'em, are there?
