Any value to the power 0 equals 1 (the only exception is 0^0 = 0)

b^0 = 1 for any value of b except 0.

A negative power means the inverse:

a^-4 = 1/(a^4)

Multiplying this by 1 leaves it unchanged.

If b is not zero b^0= 1 so a^-4b^0=a^-4
0^0 is a NOT defined operation

b^0 is one, because any number to the zero power is one. so that means that you have a^-4, which is your answer.
