Because they don't want sharp metal edges on em.

They are round because you can not drop the cover into the hole that way. No matter how you turn it the cover still will not go though. A square cover could be flipped the wrong way and fall.

If it's rotated, it won't fall through the hole. A square cover could fall through if it was turned so that the side of the cover was lined up with the diagonal of the hole.

They're round because the manholes are round; because round covers are easier to align; because round covers can't fall in, a square cover can fall in if it's not placed properly; if they have to be moved, a round cover can be rolled; there are no sharp edges on a round cover, if a car rides over a square cover that isn't properly placed, the sharp edges can puncture a car tire; and, it is easier to manufacture round covers.

Because the hole is round. If the covers were square then they would not fit on the hole.
