They're from a state where they don't wear sandals, and are used to wearing socks... so... they wear socks, not aware that people are so concerned with what looks good and what doesn't. They just never cared as much about looks as others do.

I lived in a colder climate once, (not for long.) and the people would dress for warmth, not style. Trench coats, boots and scarves... whatever was on under it was layers and layers of stuff that couldn't possibly be stylish. It was for the weather, not the looks. Those people who grow up in the colder climates might possibly be haunted by their lack of fashion skills.... maybe..... It's a theory.

I have been to France a few times and it has been my experience that they treat all tourists with disdain, I have not noticed Americans being singled out. In fact if you keep your mouth shut and you have the ability to blend you will see the french treat each other with a bit of disdain also. New Yorkers must feel a special connection, lol... I kid I kid. To be fair I am from a beach community and tourists annoy me also, especially the loud destructive ones.

I live near Venice, CA and was blading down Ocean Front Walk, THE place, when I saw this older guy walking with a good lookin' blond in her 40s.
He was wearing a short sleeved pink striped shirt with plaid shorts, and, you guessed it - sandals with black knee-high socks. Guess who it was?
Rodney Dangerfield. True story.

I know people from a few European countries which will remain nameless who wear WHITE socks with sandals.

Their feet are cold, and yet sandals get dirty, so instead of wearing light socks, they wear dark socks to absorb the dirt.
