why don't they send a "stand alone" bill for troop funding to the hill and then hagle over a bill calling for withdrawal of the troops?

JD: Wow, this an interesting (?). I feel, as in me myself & I that there is a lot involved, much seems to be below the surface, like an ice-berg & I also wonder at times if Congress can do anything fast these days (as if it ever has done this one regularly). Also, there seem to be some very broad powers of Executive Orders, there are many components involved in all I feel, e.g, the NSA, CIA, you name it: the Pentagon, Homeland Security Group, etc. The list goes on, while my thought is few get the complexity, if ever known to any not in key, top-secret positions, making it very hard for the normal person to understand it all. There appear to be very few, nearly none of us, that truly know all, the reasons things get acted upon, or not, just very few in the know today (at least it seem as if few if any can be found that get it all, know among us here at home). I haven't any idea of all involved in most issues it seems & have no way to understand it, how all works these days..if ever many have in fact had a grasp on this one ever. All the factors, I think combine to make any "cut & dry" Bill rarely happen. These factors have also made it easier for a President today to do whatever, since the checks and balances to me don't appear to be functioning in some easy manner, well not exactly in a great way as they were oringinally designed. We still have a lot of freedom I believe, comparitively speaking, to most in the world, which is a good thing, but the reason things get enacted, is beyond me today. So in my opinoin, to get all regarding the why's of your type of question is very hard to understand, answer, since it appears easier as time has gone by for any Presidential using these special powers to do a lot that has only expanded to a point you have to wonder about a lot of things. I wonder how long we have any degree of free press is in fact even free, compared to only a decade or two ago in fact. It seems very easy for the USA President today to sort of act as if a Monarch due to evolution of Executive privilages alone. I'm not sure anyone understands all, see's the real picuture even many within the Presidents own Cabinet, who it is thought help in all decisions made by our President, or all the driver's at play in any decision. I sure don't get it. I realize this is a non-answer that really does little to say much accept that it appears there are tons of reasons so much does not go smoothly in our Government, Bills designed to be simple become methods to pass anything except what is intended, and often the reasons escape me. It is like, where do all the stat's come from in your question of all being so behind anything, or for something. Whatever, as in who produces, or decides (what is released to our own media) how opinions are derived? That is one thing I think is just a sampling, since no one called me on this issue and my input does not seem to be considered to have much, if any impact, well that one is obivious, Ha! So it sort of is difficult to understand a lot, has to make us all wonder, think at times how something gets done (or does not). Makes you wonder if our representatives within our government are asleep at the wheel at times (I know many are in fact very aware, at least this is what I believe). So you have internal, external, and insider's helping to decide all, what gets done so to speak, & it all seems to affect everything: as in who wields the most power, understands all regarding what is done, to be done, or not to be done? So if all was truly known, it only makes you wonder who is really calling the shots on anything.. It's a complex world we live in these days & nothing seems as it is easy to understand if it ever was in fact in Washington DC. It's like, what is all comprised in decision, the truth, the real facts if any truly exist these days? It's the moving baseline deal. You at times have to wonder about all of these sorts of things, eh?

Because Bush won't listen to them - or to the American people. He wants what he wants just like a spoiled brat - which is what he is.

And the American people DO want the troops withdrawn....the election last November sent this Congress to Washington to do just that. They will, one way or the other.

Bushie boy's days are over.

That's probably what is going to end up happening. I think the Democrats figured that they would send Bush a message that they do control the purse strings before they go to the next phase.

Congress never sends stand alone bills to the President when they can load them with pork because we have no line-item veto.

seem to want the US to be losers at everything.
