is preventing someone from calling non emergency police number a crime in the state of texas?

Why would you want to prevent someone from calling the Police? I have no idea if there is a specific charge to cover this. If I was in a position to do so, I would FIND a law to apply.

If the person dies as a result, you could be faced with murder charges.

If the person doesn't. There is endangerment and a whole host of other offenses. PREVENTING is malicious and deliberate and shows harmful intent.

Leaving is not.
