Sparta and Athens, the two most powerful cities of Hellas, did not have much in common. The Athenians attempted to develop their artistic and intellectual capabilities, while Sparta remained isolated from the rest of Hellas, without art or literature, without beautiful buildings, without any development of their social and political traditions. Sparta lived on as a fossilized military city, though its military capabilities and more or less stable form of government still were admired by many other Greeks.

The two city-states that best represent each
form of government were Sparta (oligarchy) and Athens (democracy). The democratic government in Athens, though de cently equal, fair and fairly advanced for its time, did not meet the needs of the Greeks. During a time of many military battles Athens decided to worry more about comfort
and culture. It is the oligarchy in Sparta that put a war-like attitude as it's first priority and best met the needs of Ancient Greece.

The Athenian democratic government, which may have given the citizens in Greece more freedom, was not the best form of government at the time. The democracy in Athens cannot really be called a true democracy since there were several flaws in the governme nt and the way it worked. Only ten percent of the total population of Athens actually had voting rights and allof these citizens were upper class men who were over thirty years old. Women, no matter what the class or age, were given no freedom at all.

In the city-state of Sparta, the government was controlled by an oligarchy in which the power was held by a group of five men called ephors. It may not seem very fair that the citizens had little say in the decisions made by the government but, at the time, this was the better government.

For that specific time period the oligarchy government in Sparta was better for the Ancient Greeks than the democratic government in Athens. The government in Athens worried more about the citizens of its city-state
then its own well-being. The Spartan oligarchy may not have given its citizens a lot of freedom but it was successful in gaining attention and respect from the other Greeks and their rival nations.

Which city-state was better is completely debatable depending on criteria: foresight in governmental structure (Athens) or military capability (Sparta). Women surprisingly held a very strong position in the Spartan society while the men held a strong military position. Politically, men held a stronger position in Athens.

Sparta was a better place to live if you were a woman. Unlike their Athenian counterparts, Spartan women were allowed to own property, they were allowed to travel, and were allowed access to the same level of education as men. Spartan women were allowed to take lovers and could negotiate to bring their lover's into the home. It is thought that the concept of adultery was unknown in Sparta and that women were encouraged to have several children with many men to keep the population a healthy size, the Spartan man putting the good of the state ahead of his jealousy over his family.

While well known as a military state, Sparta was equal to or even surpassed Athens in many areas:

Sparta was the first democracy in recorded history, possibly predating Athenian democracy by more than 200 years. (Most historians, however, date it 50 to 100 years before Solon in Athens.)

Sparta was the only Greek city-state to introduce a land reform aimed at equalising wealth among its citizens.

Sparta was the first and only Greek city-state to develop a complex system of mutual defence treaties, and it repeatedly intervened to defend democracy against tyranny.

The Spartan public educational system, the agoge, was admired almost universally by contemporaries, from historians such as Herodotus and Xenophon to philosophers such as Plato and Aristotle.

Although Spartans were proud to say that they built their monuments "in flesh"—meaning that the virtue and courage of Sparta's citizens were the greatest monuments a city-state could possess—they were not lacking in architectural and artistic achievements, as was well catalogued by the Ancient Greek tour-guide, Pausanias.

Spartan music and dance were famous throughout the ancient world, and the oldest recorded heterosexual love poem was the work of a Spartan poet praising Spartan maidens.

Spartan wit and mastery of rhetoric were so widely admired that ancient Greek scholars collected "Spartan sayings" and the "Laconic" style of speech was studied and imitated in intellectual circles.

Athens was the more civilised society as can be seen from the remains of that civilisation. They had better architecture and their philosophers and artists have been renowned over the centuries since then.
Sparta was devoted to warfare and there is little trace of it left
