They need water. Insects little bodies run out of water quickly and so they must be replenished often. Since they don't have insect watering holes they really come out after a fresh rain.

After a rainy day, they are attracted to the humidity rising off of the ground. Insects thrive in wet, warm places.

In literature, it's called pathetic fallacy. This is what I think why: When our loved ones die, we cry for them...a lot, and for a long time. Those tears look like rain drops because the rain drops are the tears dropped from heaven when they cry for us. I'm not religious or anything but that's how I feel about rain sometimes.

You answered part of the question yourself. They ARE attracted to light. And some come out at night because OTHERS come out at night and they want to eat each other, Also I guess they like moisture. It just depends on what bugs your talking about.
