If used by a company to sell an item, it is probably just a marketing term to try to get you to buy some or some more of an item. Just like "on sale" does not mean a discount price, it actually means "for sale". The only way to determine if you are actually getting a bargain is to compare two things. One, the price as compared to equal quality merchandise, and two, the price per unit and include your normal usage of the product. A single person who does not drink a lot of milk might save more per ounce by buying it in the gallon, but not if he/she throws half of it out due to expiration. In this case, that "better buy" might not really be such a bargain. Same goes for buy one get one free, when you might not use two or the price of one is more than double the price of one somewhere else.

Something (or someone if talking about sports and in some cases business) that is more valuable for a better price. For example, 2 perfect fresh apples worth $1.00 would be a better buy than 1 perfect fresh apple for $.60.
