Why don't the slightly soluble oxychlorides of bismuth and antimony precipitate wiht the Group I chlorides (mercury(I) chloride, silver chloride, and lead(II) chloride)?

Because in the test you limit the chloride ion concentration so that the Ksp values of mercury(I), silver and lead(II) chlorides are exceeded, but not those of the more soluble bismuth and antimony compounds.
