The burning of the Reichstag and later placing the blame on communists (and the elimination of all opposition to the Nazi party), "Gleichschaltung."
The re-militarization and industrialization of Germany.
The re-occupation of the Rhineland which was in violation of the Versailles' Treaty.
The forming of the Axis. (japan, italy, hungary, romania, bulgaria).
The Munich Agreement, which gave Germany the sudentenland.
The defeat and occupation of France, belgium, netherlands and luxembourg.
Lastly, would probably have to be Barbarossa, Hitler's attempt (failed) to conquer the Soviet Union.

To add to the answers given above, Hitler's armies also conquered Norway, Yugoslavia and Greece before invading Russia.

As per Parrtojohn's answer, but put the Occupation of the Rhineland, 1936, as the first step. It sounds like the question wants you to focus on territorial acquisitions.
