How does this involvement reflect policies set forth by the Monroe Doctrine. Also how does it compare to the situation in Latin America.

I would be very careful in suggesting that this is a new policy. From the early 1800s the USA has been actively involved and at times inappropriately involved in the affairs of countries in Central America. While much of this was altruistic, meaning that it was based on the idea that we didn't want European powers imposing their wills on Central American, the hidden agenda was that we didn't want those countries involved but we did want economic interchange and trade to be fairly exclusive and beneficial to the USA and corporations based in the USA.

The Monroe Doctrine was only the first of many statements the US made in relationship to the countries of Central America. Perhaps the most significant one was the Roosevelt Corollary that was suggested by Teddy Roosevelt.

The United States has been involved in Nicaragua for most of the century, The Marines occupied Nicaragua on several occasions during the early part of the century, and the United States was a key supporter of Somoza in his rise to power.

During the 1980s, the United States tried to overthrow the Communist government of Nicaragua, using a proxy army primarily based in Honduras (Contras).

The United States supported the brutal military dictatorship in El Salvador in the 1980s primarily because it was anti-communist.
Among their crimes were the assassination of Archbishop Romero, the murder of 4 US churchwomen, the assassination of six Jesuit university professors and many brutal massacres of the civilian population.

As to the Monroe Doctrine, it supports the idea that Latin America is a wholy-owned subsidiary of the USA.

In the last few years, there been a tremendous backlash to US arrogance in Latin America, leading to the election of numerous populist leftist governments.
