Two blue eyed parents can only have a blue eyed child, however blue eyes can happen to any child if one of the parents have blue eyes in thier family. Not all African Americans are genetically pure to Africa. They, like most Americans have a mixture of races. So, yes African Americans can have blue eyes, even if it is a rare occurrence.
