There ar two reasons. One, you fish could be suffering from brain damage from being out of the water too long. Some species of fish can only endure short periods of time out of the water. Secondly, your fish may have picked up a bacteria or fungus when you laid him on the counter. Some bacterias or fungus are agressive and can damage the lining in your fish's gills which makes it hard for them to process oxygen. As a result of their gills being damaged their suffer from partial oxygen deprivation and suffer brain damage and they swim on the backs before they die.

Laying a fish on the counter does not help any one who lives under water, It's called a bowl filled with water. I feel bad for the fish.

FIRST OFF HOW BIG TANK, DID YOU USE SOAP, OR JUST WARM WATER, HE IS DYING HE MAYBE HAVE ICKK, DID YOU LET THE WATER SETTLE TO IT'S TEMP IT WAS SUPPOSE TO BE OR DID YOU JUST USE COLD WATER AND PUT HIM, IN IF SO HE IS IN SHOCK YOU NEED TO TREAT YOUR WATER AT ALL TIMES. GOOD LUCK

Um,hun. I think you have one extremely dead fish. I'm sorry... but that's what happens when you expose a fish to air for so long.
