Why is San Diego Unified School District so bad? Why are there so many emergency credentialed teachers and just bad schools in general?

School fail because the people responsible for them have failed. Perhaps the district needs to fire everyone and hire people who really care and believe that all children can learn once given the right motivation, instruction, and respect needed.
It is unfair to blame the failures of those tasked to educate, on the students themselves!
This may mean using non-tradition methods of teaching which could include community outreach.

I would guess that SDUSD suffers from the same issues most urban areas do - lower pay for teachers, more expensive cost of living in a city, a difficult student population, and a school system that is too political for most educators tastes.
