In other words, if I burn movies, music, pictures, games etc. in Israel onto a DVD, could my friends in other parts of the world read that disc on their computers?

I think the DVD that you are burned have been stripped off the region protection. Only movies with region coded have the protection.

Hi. It depends on the source of the DVD. The region codes are set up to prevent making copies in one region and selling them in another. But a region one disk burned anywhere with a region one burner will play on another region one player.
