It belongs to the campaign and can only be donated to other campaigns as a rule. In NC they have just tightened a lot of rules up.

It depends. At one time it did. There are still a few sitting members of Congress who were elected under those rules. If a presidential candidate takes federal funds (the $3 check off on your tax form) he or she has to return unspent money.
For state and local races is all depends on the laws in those places. The only uniform rules are for federal offices.
This used to be a huge issue, but I can't find a definitive answer. I do know Member of Congress elected for the first time in the last couple of decades can't keep the money.

Kerry & Hillary still have millions and millions left over.
Hillary collected millions more than she needed for her Senate race.
If wonder if all Democrats are rich?
They must be.
(I've never known a Democrat to work, but they give millions to Democrat Politicans.)
