to get hired to a company before you leave your home country is very common. Not just in the UAE. Normally people do not just give up their jobs at home, go somewhere as a tourist and stay in a foreign country.
All expatriates looking for a job in the UAE should first find an employer. The company which hires expatriate employees will then sponsor them for employment and residence in the UAE. Potential job seekers should therefore focus on finding the job since the employment visa, work permit and residence are arranged by the employer.
If you get hired thorugh an agency right away, have to undergo a phone interview or be invited for an interview depends much on the offered position. Most people I know had to undergo a phone interview.

As the majority of people living in Dubai are actually from other countries, it is very impractical to physically attend Dubai for interviews, therefore, the 'norm' is to apply for any position online and you will have numerous telephone interviews. I work in the Hospitality industry and all 700 staff working where I do got their jobs before travelling to Dubai.
I would suggest that you get a job before coming out here, as people are very dubious as to why you come out here with no means of finance, job or accommodation. 9 times out of 10, accommodation is thrown in with your job, or if it isn't you will receive a housing allowance for renting a room somewhere!

Keep in mind that Dubai is an expensive city to live in. When you have no income, it can be costly.
Employers do give priority to those who are physically there, but you can still do your research and apply for some jobs from where you live to just get a taste of how thing are;
If you are not working right now and can afford to stay there until you find a job, I would definitly recommend you go there.

It is actually quite hard to do. I would go there. I have been to Dubai and its an amazing country!!! The country is very very Americanized, and there is actually sources of better technology there than in the US. Most of the people speak very clear English, so I would absolutely recomend you traveling there. About now you can find cheap airfare, its the off peak season so take advantage of it. There are huge potentials there for Englsih speaking individuals, especially in the schools and universities. Good luck, in whatever you decide to do.
