Because the water is holding most of your weight instead of your arms. And it's pushing against you on all sides, helping to hold you up.

bouyancy, the upward force of the water makes you appear much lighter and easier to control wiht you muscles. Plus the water water gives you something to push against that pushed back way more than air.

It's easy to9 balance ... you feel like you weigh lest and you have a more viscous fluid (water) to push against if you start to lose balance.

In one way it's easier because the water supports you & buoys you up.

In another way it's more difficult - since you're underwater you have to hold your breath.
