On the job, I doubt he has time...he has to worry with practically the whole country hating him, after all (sometimes, I feel a bit bad for him).
But I think he most likely does; once in a while, he still manages to come up with one or a few little puns (that may not necessarily be good).
Without reading comics, I doubt he would have been able to gain any kind of sense of humor at all; otherwise, I imagine it must be near impossible to have a sense of humor, when the weight of the country is almost solely in your hands.

A concept so stupid only Bush would want to read it. And I'll bet the Whitehouse gains a Bat-Signal the week after issue 1 comes out.
