The U.S. mint has never struck a silver cent, there was a silver center large cent pattern but that was it. The only way a silver cent could show up is a dime planchet got in the cent collar by mistake. It would have been silver on and before 1964 or clad copper/nickel after that date. Of course the cent would be dime size. If it is normal size then some one did something too it after it left the mint and is actual damage. This kind of thing happens often, when some people have nothing better to do.

The U.S. made no silver coins in 1968 except a 40% silver 1/2 dollar .You Cent is probably plated with another metal.
