There's no single authority. Ofcom has an overall role in broadcasting, but doesn't regulate the BBC - the BBC Trust, which is officially independent from the BBC itself, is supposed to do that.

There is no regulator for newspapers. The Press Complaints Commission deals with complaints, but is not a statutory body and its findings can be ignored.
