(Are you being a pest?) Do you mean a fee for having an exterminator spray once a month against bugs? I'd say if they feel that something you are doing is causing a problem, they can charge you for it. If it's something they automatically do, then, No. Most southern states do have exterminators come in routinely, because bugs are a problem. So they shouldn't charge you extra for that---it should just be included in your rent.

Pest fee? Look on your rental agreement. I live in CA, but I have never heard of that. From what I understand, if there is a pest problem, your landlord needs to take care of it.
If you create that pest problem (ie: bring in a dog with fleas) then it might be a different story...but there should be info about that on the renatl agreement.

If it is laid out in the lease, sure. But I have never heard of it being done; typically, one would just include pest control costs as part of the expenses paid by the rent.

Does not matter what state it is in, if he didn't state in the lease that you have to pay for that, then you don't!
