No it is not. It's information for the state and the federal government needs to be informed of it, in various places such as Social Security, taxes and passports. They do not automatically know about it. But your marriage certificate is public information and is not secret.

No it isnt. It is only recordeda tthe county level once you file your marriage license after the wedding. You use that document to then apply for a new SS card and drivers license as well as changing your bank accounts.

I don't believe so. However, the local government (county [parish, in Louisiana] and state) does keep record of this information.
