To answer the second part of your question (playing politics with the troops) - If he vetos the bill, then yes, he's putting partisan politics above the needs of the troops.

No they didn't have enough votes to vote it out, so a few voted for it so it would pass quickly so that the President of the United States of America could quickly veto it so it wouldn't be held up much longer.
