To my knowledge, birds have excellent color vision, besides nocturnal birds like Owls and Owl Allies (Caprimulgiformes). Still, I heard from my old boss, who works with owls, that the Great Horned Owl has some cones in its eyes and can see color.

All birds can see blue, except nocturnal birds, whose eyes are adapted to low light. Birds have excellent eyesight, as good or better than humans.

As far as I know, they all can. Blue is a common colour in bird feathers and it wouldn't be there if it couldn't be seen. Birds see more colours than we do, they see ultraviolet as well.
