No. In any court proceeding in India Vakaltnama need not be notarised. It should only bear valid signature of the original party (petitioner/plaintiff/respondent) to the suit & the Advocate/counsel/Lawyer appearing on his/her behalf. Notary Public are available out side any District court or High Court in India. Yes notaral fee has to be paid if any document is getting attested by the notary public.

Vakalatnama is power of attorney. No need to be notarised.
Shake any tree and your will find 2 notary on ground. There are thousand fake notaries in Delhi. All charge money.

You can find notory in any court premises and of course they charge fee, it need to be notarised if sending out of India.
