In 1928, the Soviet government announced the first Five-Year Plan. The plan ended all free enterprise and private trade, except for the sale of produce that farmers grew on their small household plots. It destroyed the newly rich trading class, the Nepmen, and the kulaks (rich farmers). The first Five-Year Plan was followed by a second one, but the third was interrupted by the start of World War II.
