Windows ME has this problem on occasion. They only way that I ever found to correct it was to either create another user or to re-install the operatining system.
I would suggest that you upgrade to Windows XP, Windows 2000 Professional, or Windows 98. Windows XP Home can be bought for under $100 and will not run much slower than ME does.
If you do upgrade, I would suggest backing up all your important files and doing a complete reformat of the computer to eliminate any viruses and unused programs form the computer and thus increase its speed marginally.

No, but you should be able to work around it by opening the picture you want in internet explorer and then selecting "set as background" after right clicking on the image.
Perhaps your pics aren't set to open with Viewer, and have accidentally been associated with another program instead?
I use Mac, always go for Mac, that's my advice.

Get windows xp pro. You can buy it now for 100 bucks. Use google to search, OEM Windows XP Pro. I had Windows Me on one of my old laptops for about 30 seconds and I said %!#$*@ this OS. Installed Windows XP Pro its been fine since then.

Seriously, no idea what's going on. It sounds like what happens when you're not an admin on your own box but I don't know ME at all.

Get a new hard drive. Unless yours is fairly recent, it's probably fried. That's how my dad fixed the problem.
