By apartment, I am assuming your renting. This is your landlords responsibility.
multiple dwellings are very hard to stop this problem and require all apartments to be treated.
fist need to air tight everything. Any little tiny pinprick hole in the hole dwelling. then fog it. Get rid of all appliances along with other hiding spots. That would include tenant belongings. They will even get inside alarm clocks. set traps, fog again, set traps, fog again, set traps. endless battle that may never be won. Best thing to do is vacancy the whole building till problem is solved.
For a regular house, things are a little easier, as long as the ones living there are clean and cooperative. four to five cycles should completely eliminate the problem.

Call an exterminator... Seriously that is the best way...
Barring that, the best thing you can buy without a pest control license is Combat Bait Station and Combat Gel Bait. The placement of the stations is key. You should put them in the upper corners of you cabinet and where you see the bug congregating.
It is very important that you clean up the dead bugs as soon as possible. Roaches are cannibalistic and you want them to eat the bait (which they are attracted to) not each other. Also the droppings they leave behind emit a gas for months afterward. This can cause respitory problems in children, especially. So clean those up immediately.
Again, my advice is call an exterminator. Someone who knows bugs, and doesn't spray.

You need an exterminator but your biggest problem is that you are in an apartment. The entire place needs to be exterminated. When you treat your apartment alone, the cockroaches just head off to the next one until your insecticides wear off. If your apartment management will not take care of this, you should look at moving because you will not be rid of them.

Contact your apartment complex. They should have a contracted pest control company. They will need to come out and spray. What also helps is to spray insecticides under the door, around the windows and stuff like that.

Try Boric Acid, it is a white powder that you spoon into a dish, the roaches will eat it and die. It is very poisonous so be careful that children and pets can't get to it. This stuff really works.
