My former boss I believe is giving me a bad rep in the community using her senority and popularity. The only real reason she is mad is because I left, but I overall think I was a wonderful employee. Who do I get ahold of in order to report my former employer so that she can't keep stopping me from getting a future job by using her personal opinion of me in the community?

Is she just starting rumors about you or disclosing false statements in say an employment verification?
If it is an employment verification then:
I would have a friend call her up and ask for an employment verification over the phone and see if it really is her. Then if she is being "slanderous" I would contact your lawyer and let him/her know about the remarks she made. Have your lawyer contact her and the company in regards to the comments. That should keep her quiet from now on.

Just don't use her as a reference in your future applications. Give the name of someone else in your former company as the contact, generally your human resources manager.
