I'm pretty sure going 66 in a 65 can be a moving traffic violation. That is why there is an exact #.

How about this...going 66 in a 65 zone is a moving violation in every state...so yes. You are guilty if you are caught going 1 mile per hour over the limit...police just usually don't bother you.

A misconception by the motoring public is that law enforcement is REQUIRED to give a certain degree of leeway when citing a speeder. This is simply not the case as going even 1mph over the limit is speeding.

Now, lets use common sense...do people accidentally go over AND under the speed limit versus intentionally speeding....yes. As such police don't normally issue citations unless the speeder passes a specific threshold which is NORMALLY ten miles above the posted limit.

It's difficult not to smile when a violator demands their rights stipulating that "the law says you have to give me 10mph over the limit." Response: "Um....Nope!"

Of course it is. If you are driving faster than the posted limit, then it is a moving violation.
