Negative. Not express and NOT OldNavy! Who is responding to these things?? Geez. Not even my grandmother would think oldnavy for fashionable, low-rise, skinny jeans! Unless you want to spend a bunch of money on some low rise skinny jeans by brands like true religion or something like that....go anywhere that sells brazilian jeans. They are the best at low rise jeans! And im sure you can find some skinnies there! here is a link to some brazilian skinny jeans! old navy make a very low rise but I'm not sure about skinny.

try dkny, i bought some super low rise jeans with the slender cut leg made by them!!! really great!!!

The name brand is Angels. They are cheap. I get mine mostly at Kohls the department store. They come really low.
