2.His father wanted revenge, but Hamlet was struggling to be true to his own values, not his father's.
3 If he kills Claudius, he'll inherit the throne. He doesn't want that.
4 Thou shalt not kill. Hamlet didn't want to be another sinner, like his father and his uncle.
5 To attempt to kill a king is suicidal, which could doom Hamlet to hell.
By the way, like Hamlet, Elizabeth I was indecisive. Her indecisiveness kept England out of wars and layed the foundation for English greatness.
