You could trade for it from someone else...Unlikely, but that is the only way.

Like Mew, and Jimochi(sp?) you have to get the character from either a Nintendo event, where they basically trade one to you without you having to give them something, or you have to cheat to get one in your inventory.

Deoxys can not be encounter in game ANYWHERE, and hence can not be captured.

You can't. Plain and simple. Well unless you trade with a person that has used a cheat device or went to a nientendo event.
