It's impossible to prove this one. The people that heard are prevented from speaking publicly. All Congresspersons cannot divulge what is discussed with the President in meetings. This is a most secretive administration.

I do know that he said (regarding social security) "Our system here is called pay-as-you-go. You pay into the system through your payroll taxes, and the government spends it. It spends the money on the current retirees, and with the money left over, it funds other government programs. And all that's left behind is file cabinets full of IOUs."

The government BORROWS for government programs, especially this administration- and the "IOUs" are US Treasuries, backed by the full faith of the US government. Once considered the safest investment ever, his statement is scary. The US has never defaulted on US Treasury debt-so the point is that the statement about the Constitution sounds so much like him it's easy to believe.

It's a biased source of course, and I checked with Snopes, nothing on it. I left an inquiry with them and if I hear back I'll forward it to this answer. I don't know if it's true or not, and I hate conjecture so I never claim this one as fact.
