y is it not retriving my char list? if ther not workin on my server WATS UP?!?!?!?

Your server is over-populated. When servers get seriously over crowded it can take a LONG time to retrieve the server list for your characters. There is nothing you can do about it, besides move your characters to a less crowded server, wait, or log in when the server population is lower.
PS Please spell check your questions before you post them. There is a spell check built into the browser!

Come on, it's Blizz!! They also do rolling restarts of ALL servers on Tuesday's for normal maintenance.
