If you're talking about your lawn, you're better off with a high nitrogen fertilizer. The one you're asking about won't burn your lawn unless you put it on very heavily, but it won't green it up as well. That formulation is an all purpose fertilizer that is intended more for bushes, trees, and crops. If you do use that fertilizer, use it sparingly and try to water it in well.

it depends.. if it is a controlled release type fertilizer, then no. if it's immediate release, it could. If it's immediate release and you've applied it according to label coverage recommendations, Water it in well and there shouldn't be much of an issue.
