My baby wakes up and want food right then. At times I think he is waking up but then after warming up the formula it just sits on the counter for an hour. Can I stick it back in the fridge since he hasn't drank from it? Or should I throw it out?

Throw it out. They say is only good for an hour after it is made and sat in room temperature. The containers have this wrote on them.

Throw it out. Formula is very delicate especially after you warm it. It loses it nutrients. Just make a new bottle. Try not making as much next time.
