He has changed the master cylinder and bled the brakes. What else should he do besides taking it to the junk yard?

Bleed it again.
There is air in the brake lines that hasn't made it to the calipers, and brake cylinder yet.

There is still air in the lines. He needs to keep bleeding them until there is good pedal feel. If your dad isn't using a brake bleeder kit someone needs to be in the car to pump the brakes. Without a brake bleeding kit the process goes like this...
1) Open bleeder and have person in car push down on brake pedal smoothly until no air bubbles. Repeat if necessary.
2) Close bleeder
3) Person in car pumps brakes.
...and repeat these steps until the pedal has the proper amount of resistance.

The brake booster could possibly be malfunctioning, but more likely you have or are getting air in the line. Bleed it some more and if it doesnt fix it, your calipers may have a leak or the back brake pistons, or possibly a leak in one of the lines somewhere. Definitely check around the brakes to see if its leaking around them

CHECK THE BRAKE LINES. THERES PROBABLY A SMALL HOLE IN ONE OF THEM ALLOWING AIR INTO THE SYSTEM
