Which country?
The staff productivity ranking puts these on top:

1) Harvard

2) University of Texas in Austin ( and it seems pretty good in other things too, but doesn't often rank on top.)

3) University of Maryland at College Park

4) Boston U.
5) Michigan State U
6) NYU

Williams and Amherst were top (generally) in Liberal Arts according to US News and World review, but the subject does matter.. they're not in the top ten for American Studies.

Don't listen to Toronto. He says that about all departments. He probably thinks Harvard has a great film program.

The quality of a program like that will be highly correlated with the overall quality of the university.

In short -- the best US universities have the best American Studies programs. Look at any ranking of colleges to see which ones are good.
