for asp.net you cant beat Microsoft Visual Web Developer Express.:

It has a great WYSIWYG, a slick html/asp toolbox, debugging and a complete intellitype library. It is just a chunk of Visual Studio (the web part) so MS offers it for free. Give it a try, you will not be disappointed. Say what you want about Microsoft, but who can make a better asp.net development program than the people who wrote it?

NetObjects Fusion works very well. Some versions are free for download
