I'm somewhat confused by your question, as you speak of 3 or 4 separate groups of people, and ask 2 separate questions.

Mental disability : this is addressed through Social Security program known as SSI, with a medical benefit of Medicaid insurance.

Men who do not pay child support - this is addressed through the Dept. of Human Services, Child Support division.

People who have formed a habit of living off public tax dollars - who? retirees and disabled on Social Security or Disability?
- Food Assistance programs are funded through the Department of Agriculture, and administered through Dept. of Human Services, Food Assistance Division.
-As of 2001 Families with children are, if in dire straights, eligable for a maximum of 5 yrs. "Temporary Aide to Needy Families - TANF" assistance (Department of Human Services) and job training (Dept. of Labor) - a total lifetime max of 5 yrs. However, ( in the state where I live ) statistics show of a period of 18 mo. on TANF is the average when the family no longer requires aid, the case is closed.

Dishonesty is addressed by the Dept. of Human Services, Fraud division.

Has a person been raised properly - and who decides?
Ultimately, how a person is raised is up to the parents and family of that person.

Where our tax dollars go is a matter of public record.
