People were silly enough to vote for him. That's how.
Interesting enough, when Slick willie's weed situation came up, it was a big deal. But Bush's drug and alcohol problems have never been much of an issue.
Maybe people just don't care anymore. Obama has admitted to smoking weed. He said he tried it and that was a that. No biggie (yet).
