fuse problem?

i have a 1992 4 door chevy caprice the stereo and lighter port have both stopped working i believe it is a fuse issue where is the fuse pannel located i looked under the dash but could not see one. do i have to take it to a shop or are there just a couple of big round fuses i have to change please help

It's there. Hidden behind a plastic cover. Left side of the steering wheel kind of low.

definitely sounds like a fuse. Those lighter sockets are very easily shorted out. Did you look up under the dash, near the foot pedals?
