CH3CH2Br + OH- -----> CH3CH2OH + Br-

The reaction is nucleophilic substitution, and any text book will show you that the main part of the mechanism is attack by an oxygen lone pair of OH- on the C atom containing the -Br.

1) Br-CH2-CH3 + NaOH -------> HO-CH2-CH3 + NaBr
2) Substitution
3) Its hard to draw, but since OH- is nucleophilic, it wants to replace the halogen (Br in this case). Br is the leaving group which then bonds with Na to for NaBr.
